The strange and curious history of the Energy Certification in Italy (1st part)





the end of 2008, the European Commission launched the infringement procedure to the Italian government for failing to comply with Directive 2002/91/EC on energy efficiency in buildings.

This latest episode in a long (17 years ) and bizarre story on the energy efficiency of buildings in our country, has followed a very complex, unlike other European nations.
Because it is made which, usually, the media do not pay much attention to better understand, let's history:


January 1991:
Entry into force of Law 10/1991 which " Rules for the Implementation of the National Energy on rational use of energy, energy conservation and developing renewable sources of energy. "

The law introduces, among other things:

  • energy certification (!) ;
  • municipal energy plans;
  • the obligation of renewables in public buildings (!) ;
  • the professional responsibility of Energy (Energy Manager) (!) ;
  • the provision of capital grants in support of ' use of renewable energy in buildings and measures such as insulation, installation of heat pumps, installation of accounting systems in the consumption of heat (!) .
The L10/91 places, at the time, Italy at the forefront in Europe, with regard to reducing energy consumption in the built environment, but as practice in our country, needs an implementation decree.


August 1993:
Exit DPR 412/93, which is not implementing in full the law 10/91, but only Article .4 " rules for the design, installation, operation of thermal systems in buildings in order to control energy . "

The order provides, among other things:
  • Italian climatic zones;
  • periods and during daily power plants;
  • the minimum combustion efficiency of boilers (under which these should be replaced);
  • technologies to use renewable sources of energy for public buildings.


    At this point, something crashes. Some years passed, during which thousands of technical reports asseveranti compliance with the energy demand for space heating (necessitated, for example, in the case of upgrading a property), prescribed by Presidential Decree 412/93, accumulate in the technical department Italian communes, waiting to be examined by a competent person.
